Obviously the game measures it in some way, otherwise the current tiebreaker wouldn't work.
Why do we need it? - Because if you're going to be measured in such a way, it'd be useful for teams tactics-wise if they knew what they needed/had.
How would I implement it? - Put it in the score section. We've got "Party Status", "Party Morale" and "Party Health". Why not add another section "Lord Damage". No numbers necessary, just a graph would do.

I'd agree if we were actually keeping lord damage, but Anet has acknowledged it's still a bad idea and are "working" on something else. Maybe we'll see it by December after GvG is completely dead.
